The Center for Democracy and Technology is a "non-profit public policy organization dedicated to promoting the democratic potential of today's open, decentralized global Internet. Our mission is to conceptualize, develop, and implement public policies that will keep the Internet open, innovative and free."

Swire first worked with CDT in 1997 on encryption issues.  He has worked closely with CDT on numerous privacy, cybersecurity, and other technology issues since.
