SWIRE WORKED ACTIVELY WITH CDT UNTIL ENTERING THE OBAMA ADMINISTRATION. WITH HIS RETURN TO LAW TEACHING, HE HAS NOT FORMALLY REJOINED CDT. THE MATERIAL HERE IS TO DOCUMENT HIS PRIOR ACTIVITIES.

            The Center for Democracy and Technology mission states: “The Center for Democracy and Technology works to promote democratic values and constitutional liberties in the digital age. With expertise in law, technology, and policy, CDT seeks practical solutions to enhance free expression and privacy in global communications technologies. CDT is dedicated to building consensus among all parties interested in the future of the Internet and other new communications media.”

            Both before and after his time in government, Swire has devoted a substantial portion of his pro bono activities to working with CDT.

            Some of the issues on which Swire has worked with CDT include: computer security; cybercrime; data mining; digital rights management; encryption; federal chief privacy officers; the First Amendment in cyberspace; FOIA and related issues of government disclosure; the Patriot Act; privacy impact assessments; privacy notices; public records and privacy; spyware; and wiretap law.
